Debonair Synthetic Fiber Ltd. (DSFL), a concern of Debonair Group is expected to be the first company to get financing from the joint initiative. The proposed project will set up a waste recycling factory producing both recycled and virgin grade Polyester Staple Fiber (PSF) from waste plastic bottles. The project is the backward integration of their existing export-oriented outerwear & homeware manufacturing units.

ঢাকার সাভারের সিঅ্যান্ডবি-আশুলিয়া বাজার সড়কে সোলার সড়কবাতি স্থাপনের খবরটি নিঃসন্দেহে স্বস্তিদায়ক। স্বস্তি এই কারণে যে একদিকে ওই সড়কে চলাচলকারী যানবাহনগুলোকে এখন আর ডাকাতের কবলে পড়তে হচ্ছে না আর অন্যদিকে সৌরবিদ্যুতের ব্যবহার বাড়ছে। মঙ্গলবার প্রথম আলোয় প্রকাশিত খবর অনুযায়ী, বাতি না থাকার কারণে সড়কটিতে চলাচলকারী যানবাহনে প্রায় রাতেই ডাকাতির ঘটনা ঘটত। কোনো কোনো রাতে একসঙ্গে ২০ থেকে ২৫টি যানবাহনেও ডাকাতির ঘটনা ঘটেছে। সড়কটিতে সোলার সড়কবাতি স্থাপনের পর ডাকাতি প্রায় বন্ধ হয়ে গেছে। সূর্য থেকে পাওয়া শক্তি দিয়ে সৌরবিদ্যুতের আলোয় সারা রাত আলোকিত হচ্ছে রাস্তাটি। রিসোর্স ডেভেলপমেন্ট ফাউন্ডেশন (আরডিএফ) নামের একটি প্রতিষ্ঠান সরকারের দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের টিআর/কাবিখার মাধ্যমে এসব সোলার সড়কবাতি স্থাপন করেছে। তাদের কার্যক্রমের আওতায় আরও রয়েছে সোলার হোম সিস্টেম, বৃহদাকার সোলার সিস্টেম, বায়োগ্যাস ও উন্নত চুলা। আরডিএফ এ পর্যন্ত সাভার উপজেলার বিভিন্ন স্থানে ১ হাজার ৩৮২টি সোলার প্যানেল ও সোলার সড়কবাতি স্থাপন করেছে। আমরা তাদের এই উদ্যোগকে স্বাগত জানাই। আমরা চাই, সারা দেশে এ ধরনের কার্যক্রম ছড়িয়ে পড়ুক। যদিও দেশের অনেক স্থানে সৌরবিদ্যুৎ উৎপাদন হচ্ছে, কিন্তু তা যথেষ্ট নয়। সৌরবিদ্যুৎ উৎপাদনে আমাদের সরকারকে আরও উদ্যোগী হতে হবে। বিশ্বের উন্নয়নশীল দেশগুলোতে অর্থনৈতিক উন্নয়নে সৌরবিদ্যুৎ বড় ভূমিকা পালন করছে। অথচ আমাদের দেশে সব ধরনের সুযোগ-সুবিধা থাকার পরও পর্যাপ্ত সৌরবিদ্যুৎ উৎপাদিত হচ্ছে না। বিশেষজ্ঞদের মতে, বাংলাদেশের মতো একটি সৌর-আলোকিত দেশে সারা বছরই পর্যাপ্ত পরিমাণ সৌরবিদ্যুৎ উৎপাদন করা সম্ভব। এখানে বছরে ৩০০ দিনের বেশি সময় রোদ থাকে। ইউরোপ, আমেরিকাসহ বিশ্বের উন্নত রাষ্ট্রগুলোতে সারা বছর এত বেশি রোদ থাকে না, কিন্তু সেখানে কার্যকর অবকাঠামো ও ব্যবস্থাপনার মাধ্যমে অনেক বেশি সৌরবিদ্যুৎ উৎপাদিত হয়। বাংলাদেশে সে রকম কার্যকর অবকাঠামো গড়ে তুলতে হবে। বিশেষ করে, প্রত্যন্ত অঞ্চলগুলোতে সৌরবিদ্যুৎ উৎপাদনের জন্য সমন্বিত পরিকল্পনা করতে হবে।
সৌরবিদ্যুতের সুবিধা হচ্ছে, এতে লোডশেডিংয়ের ঝামেলা নেই। চাহিদা অনুযায়ী সব সময়ই বিদ্যুৎ পাওয়া যায়। বর্তমানে নওগাঁ, যশোরসহ কয়েকটি এলাকায় সৌরবিদ্যুচ্চালিত পাম্পের সাহায্যে সেচকাজ চলছে। যদি পরিকল্পিতভাবে সারা দেশেই সৌরবিদ্যুচ্চালিত পাম্পের সাহায্যে সেচকাজ করা সম্ভব হয়, তাহলে বছরে বিপুল পরিমাণ ডিজেলের সাশ্রয় হবে। এর ফলে প্রচুর বৈদেশিক মুদ্রার সাশ্রয় হবে। বাংলাদেশে সৌরবিদ্যুতের ব্যাপক সম্প্রসারণের পথে যেসব বাধা রয়েছে, তা চিহ্নিত করা দরকার। ডিজেল বা কয়লাভিত্তিক বিদ্যুৎকেন্দ্র স্থাপনের জন্য পরিবেশগত যে সমস্যা রয়েছে; সৌরবিদ্যুৎ উৎপাদনে সেসব সমস্যা নেই। সৌরবিদ্যুৎ উৎপাদন প্রক্রিয়া সম্পূর্ণরূপে পরিবেশবান্ধব। তাই সৌরবিদ্যুৎ উৎপাদনের ব্যাপারে সরকারের আরও উদ্যোগী হওয়া দরকার।

IDCOL receives grant approval from the Green Climate Fund (GCF) for the second Project Preparation Facility (PPF)
IDCOL, as Bangladesh’s first national Accredited Entity to the Green Climate Fund (GCF), has received approval for another Project Preparation grant of USD 363,000 through GCF’s Project Preparation Facility (PPF). This fund has been sanctioned to start the necessary groundwork to assess and plan the most appropriate technologies to use, and best way to design and implement the upcoming Programme titled “Promoting private sector investment through large scale adoption of energy saving technologies and equipment for garment sector of Bangladesh”. This is the second time that such type of PPF fund has been approved by GCF for Bangladesh. The 1st PPF was also approved for IDCOL on 5th November 2019 for another program addressing the Textile sector of the country.
IDCOL, and as a national Direct Access Entity (DAE) to the GCF, till date, IDCOL is the only National Implementing Entity (NIE) to channel this grant funding.

IDCOL conducted a stakeholder consultation meeting on May 29, 2019, at Pan Pacific Sonargaon, for the upcoming GCF program titled, “Promoting private sector investment through large-scale adoption of energy saving technologies and equipment for textile sector of Bangladesh,” to assess the importance of energy efficiency in textile sector and its influence on Environment, Society and Gender. The event was graced by the presence of Honorable Chief Guest Mr. Md. Helal Uddin, Additional Secretary and Chairman, SREDA. Dr. Mallick Anwar Hossain, Additional Director General, Department of Environment and Mr. Abdullah Al Mamun, Vice President, BTMA were present as the Special Guest of the event. The workshop was opened by a welcome speech from Mr. Mahmood Malik, Executive Director & CEO, IDCOL, followed by an insightful dialogue session by Dr. Saleemul Huq, Director, ICCCAD (International Centre for Climate Change and Development).

IDCOL Pays Dividends of Tk 70 Crore in FY 2018
Infrastructure Development Company Limited (IDCOL), a Non-bank Financial Institution owned by the Government of Bangladesh, has declared dividends of Tk 70 Crore from the profit made in FY 2018. Out of that Tk 20 crore has been paid to the Government as cash dividend while Tk 50 crore would be used for increasing the companys paid up capital to Tk 650 crore by issuance of bonus shares. Mr. Monowar Ahmed, Secretary, ERD and Chairman, IDCOL handed over the cash dividend cheque to Honble Finance Minister Mr. A H M Mustafa Kamal, FCA, MP. Among others, Mr. Mahmood Malik, Executive Director and CEO, IDCOL, Mr. S.M. Monirul Islam, Deputy CEO of IDCOL, Mr. Maftun Ahmed, Company Secretary, IDCOL, Mr. Nazmul Haque Faisal, Vice President Corporate Affairs, IDCOL were present in the event.
IDCOL is one of the few Government owned entities that operate independently and pays dividends to the Government on a regular basis. IDCOL paid Tk. 20 crore to the Government as cash dividend in the last year as well.
IDCOL finances large and medium infrastructure projects as well as renewable energy and energy efficiency projects in the country. Solar Home Systems, Solar Irrigation pump, Solar Mini- Grid, Solar rooftop Biogas Plants and Improved Cook Stoves Programs are some its successful interventions in the renewable energy sector.

The twenty-second Annual General Meeting (AGM) of Infrastructure Development Company Limited (IDCOL) was held on 28 April 2019 at conference room, Economic Relations Division, Ministry of Finance, Sher-e-Bangla Nagar, Dhaka. Mr. Monowar Ahmed, Chairman, IDCOL and Secretary, Economic Relations Division presided over the meeting. During the FY 2018 Company’s profit before tax and provision was Tk. 284.61 crore. The AGM declared the dividends for a total amount of Tk. 70 crore from the profit made by the Company during FY 2018. The declared dividends are as follows:
1) An amount of Tk. 20 crore be paid to the Government as cash dividend; and
2) An amount of Tk. 50 crore be used for increasing the Company’s paid-up capital to Tk.650 crore from the existing Tk. 600 crore by way of issuing bonus shares;

IDCOL, Bangladesh’s first national Accredited Entity to the Green Climate Fund (GCF), has completed signing of the Grant Support Agreement (GSA) on 2nd April 2019 for Project Preparation grant of USD 301,562.00 through GCF’s Project Preparation Facility (PPF) that was approved on 05 November 2018.
This fund has been sanctioned to start the necessary groundwork to assess and plan the most appropriate technologies to use, and best way to design and implement the upcoming Programme titled “Promoting private sector investment through large scale adoption of energy saving technologies and equipment for textile sector of Bangladesh”.

The fund is the first of its kind to enter Bangladesh, and through IDCOL, such type of PPF fund will inaugurate its arrival into the country.

Germany supports Bangladesh's first grid-connected solar rooftop programme
On October 15, 2018, Economic Relations Division, the Ministry of Finance of the People’s Republic of Bangladesh and KfW Development Bank acting on behalf of the German Federal Government signed an Agreement to support Bangladesh’s first grid-connected solar rooftop programme and to promote other renewable energy projects. The Financing Package consists of a concessional loan of EUR 60 million and a grant of EUR 10 million.
The Project aims at improving the access to energy from renewable sources, focusing especially on income-generating activities. The Project- Executing Agency for the project will be IDCOL. Under the Project IDCOL will extend financing to private sector organizations to implement both grid-connected PV plants on commercial and industrial roof tops as well as other off-grid renewable energy technologies, for example solar mini-grids and solar irrigation pumps. Therefore, the Project will play an important role in scaling up contributions of environment-friendly generation of electricity.
Germany has a long history in supporting the energy sector of Bangladesh. Since 1972, German Financial Cooperation funds worth more than half a billion EUR have been committed for the energy sector. Promoting renewable energies is one of the focal areas of cooperation in the energy sector. Other areas of cooperation within the energy sector focus on the increase of efficient energy transmission and distribution in Bangladesh.
The signing ceremony was attended, among others, by Mr. Md. Khalilur Rahman Khan, Chief (Europe Wing), Economic Relations Division, Government of the People’s Republic of Bangladesh, Mrs. Regina Maria Schneider, Director of KfW Office Dhaka and Mr. Mahmood Malik, Executive Director and CEO, IDCOL.

IDCOL organized training and experience sharing program on renewable energy for high level delegation from Uganda
IDCOL has arranged an 11-day training and experience sharing program on renewable energy for a 10-member high level delegation from Uganda comprising senior public and private sector officials from March 11 to March 21, 2018.
IDCOL finances projects and programs that utilize various forms of renewable energy sources. IDCOL’s Solar Home System (SHS) program is one of the largest off-grid electrification programs in the world. In addition, IDCOL also has nationwide programs on improved-cook stove, solar irrigation, solar mini-grid, biomass and biogas based electricity. IDCOL is also exploring to finance new renewable energy projects i.e. solar-powered transportation, rooftop solar system, solar cold storage and dryers, battery charging stations, community biogas projects etc.
Following IDCOL’s success in the renewable energy dissemination, other developing countries are keen to replicate similar programs in their respective countries. In this regard, IDCOL earlier provided knowledge support to, Ethiopia, Gambia, Ghana, Guinea, Sudan, Mali, Mauritania, Niger, Saudi Arabia and Senegal.

CEO Roundtable to Promote Energy Efficient Technology in Textile and RMG Sector
Infrastructure Development Company Limited (IDCOL) has organised a CEO Roundtable to promote energy efficient technologies in the textile and RMG sectors across Bangladesh.
The CEO Roundtable, has organised by IDCOL at its Head Office on Sunday, 18 March 2018, showcased the technology interventions related to energy efficiency measures in the RMG and Textile sector of Bangladesh. Top executives of the major textile and RMG companies were present in the Roundtable. The Roundtable has provided the participants with greater insights on emerging energy efficient measures implemented in Bangladesh as well as those considered as global best practices.
The participants of the roundtable has opined that the growth of Bangladesh’s economy relies heavily on the RMG and Textile industry, which employs around 4 million people. To compete successfully, firms must control their costs – while meeting ever stricter requirements for working conditions and environment friendly practices defined by international buyers. With rising cost of energy and depleting natural resources, the growth trajectory of Bangladesh textile and RMG industry can only be sustained by investing in smart energy efficient technologies. Adopting energy efficient technologies will also create quality jobs, attract important new investments, create new business opportunities and improve the quality of life.
IDCOL, a development finance institution, is promoting energy efficiency initiatives in Bangladesh by offering low-cost long-term financing to eligible entrepreneurs up to 100% of the equipment value.

গাজিপুরের রূপা গ্রম্নপের ছাদের আয়তন মোট ৮০ হাজার বর্গফুটের বেশি। বর্তমানে তিনি প্রাকৃতিক জ্বালানির মাধ্যমে ১ মেগাওয়াট বিদু্যৎ উৎপাদন করেন। সাড়ে তিন কোটি টাকা ব্যয়ে স্থাপিত এই জেনারেটরের প্রতি ইউনিট বিদু্যত উৎপাদনে খরচ পড়ে ৭ টাকার উপরে। তার ছাদে সৌর প্যানেল স্থাপন করলে প্রায় ৮০০ কিলোওয়াট বিদু্যৎ উৎপাদন করা সম্ভব।
পর্যাপ্ত প্রচারণা ও নানামুখী সংকটের কারণে বাণিজ্যিকভাবে বিকশিত হচ্ছে না নবায়নযোগ্য জ্বালানি খাতের বিকাশ। অথচ এই খাতে আগ্রহী দেশের অনেক শিল্পপ্রতিষ্ঠান। ব্যবসায়ীদের ধারণা এই খাতে অনেক খরচ। এ ছাড়া সম্পূর্ণ নিজেদের অর্থেই সৌরবিদু্যৎ স্থাপন করতে হয়। অথচ কয়েকটি আর্থিক প্রতিষ্ঠান এই খাতে বিনিয়োগ করার জন্য মুখিয়ে রয়েছে।
রূপা গ্রম্নপের ব্যবস্থাপনা পরিচালক শহিদুল ইসলাম যায়যায়দিনকে জানান, সৌরবিদু্যৎ সম্পর্কে তার কোনো ধারণা নেই। তাই তিনি এই বিষয়টি নিয়ে কখনো ভাবেননি। তবে তিনি শুনেছেন এই প্রকল্পে অনেক খরচ। এ ছাড়া আর্থিক প্রতিষ্ঠানগুলো এই খাতে অর্থ দিয়ে থাকেন এই বিষয়েও তার কোনো জানা ছিল না।
তিনি জানান, যেহেতু জেনারেটর ও সৌর প্যানেলে খরচ প্রায় একই এবং সৌর প্যানেলে পরিবেশ দূষিত হওয়া থেকে রক্ষা পাওয়া যায় তাই সৌর প্যানেল স্থাপন করাই উত্তম। তার মতে, সরকার যদি আরেকটু কারিগরি সহায়তা দেয় তাহলে খরচ হয়তো আরও কম পরবে। এ ছাড়া প্রচার-প্রচারণা বাড়তে পারলে সবাই এই বিষয়ে আগ্রহী হয়ে উঠবে। তিনিও তার কারখানার ছাদে সৌরবিদু্যৎ স্থাপন করার বিষয়ে ভাববেন বলে জানান।
আশুলিয়ার সিলভার অ্যাপারেলস লিমিটেডের ব্যবস্থাপনা পরিচালক শাহিন দেওয়ানের কারখানায় প্রায় ১১ হাজার বর্গফুটের ছাদ রয়েছে। অর্ধেক ছাদেও যদি সৌরবিদু্যৎ উৎপাদন করা যায়, তাহলে তিনি ৬০ কিলোওয়াট বিদু্যৎ ইৎপাদন করতে পারেন। বর্তমানে তার কারখানার মোট বিদু্যতের প্রয়োজন ৪৫০ কিলোওয়াট। সৌরবিদু্যত স্থাপনের ব্যাপারে ইচ্ছা থাকলেও খরচের পরিমাণ এবং কীভাবে স্থাপন করতে হয় সে বিষয়ে তিনি জানেন না।
জানতে চাইলে শাহিন দেওয়ান যায়যায়দিনকে জানান, তারও ইচ্ছা ছিল সৌরবিদু্যৎ বসানোর। কিন্তু এই বিষয়ে তার কোনো সঠিক ধারণা নেই। তার ধারণা এতে বিদু্যতের থেকে খরচ অনেক বেশি। তাই খুব একটা আগ্রহ করেননি তিনি। ক্রমেই বিশ্বের পরিবেশ দূষিত হচ্ছে। দূষণের কবল থেকে বিশ্বকে রক্ষা করতে নিরাপদ ও পরিবেশবান্ধব জ্বালানির দিকে ঝুঁকছে সবাই। বাংলাদেশও নবায়নযোগ্য জ্বালানিতে প্রবেশ করতে চায়। কিন্তু বাণিজ্যিকভাবে এই খাতে এখনো জনপ্রিয় হচ্ছে না। কিছু আর্থিক প্রতিষ্ঠানের সহায়তায় দুই-একটি কোম্পানি এই খাতে প্রবেশ করতে শুরম্ন করেছে। তবে সেটা পরিমাণে খুব সামান্য।
নবায়নযোগ্য জ্বালানিতে বিনিয়োগ করে এমন একটি প্রতিষ্ঠান ইনফ্রাসট্রাকচার ডেভলপমেন্ট কোম্পানি লিমিটেড (ইডকল)। বর্তমানে প্রতিষ্ঠানটি ৩০টি বেসরকারি প্রতিষ্ঠানকে বাণিজ্যিকভাবে নবায়নযোগ্য জ্বালানি তৈরি প্রকল্পে অর্থ সহায়তা দিচ্ছে। মাত্র ৬ শতাংশ সুদে ১০ বছরের মেয়াদে ঋণ দিচ্ছেন ইডকল। এ ছাড়া কারিগরি সহায়তাও দিচ্ছেন তারা।
প্রতিষ্ঠানটির নবায়নযোগ্য জ্বালানি প্রধান ইকরামুল করিম পাভেল যায়যায়দিনকে জানান, দেশে নবায়নযোগ্য জ্বালানিকে বাণিজ্যিকভাবে বিকশিত করার জন্য কাজ করছেন তারা। তাদের লক্ষ্য সব শিল্পপ্রতিষ্ঠানের ছাদে ও ফাঁকা জায়গায় সৌর প্যানেল স্থাপন করা। এতে পরিবেশ দূষিত হওয়া থেকে সুন্দর পৃথিবী রক্ষা পাবে। কেউ সৌরবিদু্যৎকেন্দ্র স্থাপন করতে চাইলে তার কাছ থেকে জামানত হিসেবে কোম্পানির কাগজপত্রই যথেষ্ঠ। প্রকল্পে মোট খরচের শতকরা ৮০ শতাংশ ঋণ দিয়ে থাকে ইডকল। স্বল্প ও দীর্ঘমেয়াদি দুই পদ্ধতিতে ঋণ দিচ্ছেন তারা।
গাজীপুরের বানিয়ারচরে প্যারাগন পোল্ট্রি লিমিটেড সম্প্রতি ৭২৩ কিলোওয়াট ক্ষমতাসম্পন্ন সৌরবিদু্যৎ প্রকল্প নির্মাণ শুরম্ন করেছে। প্রকল্পটিতে ব্যয় ধরা হয়েছে ৫ কোটি ৮০ লাখ টাকা। ইডকলের সহয়তায় এই বিদু্যৎকেন্দ্র স্থাপন করছেন তারা। বিদু্যৎ তাদের চাহিদা মিটাতে সম্ভব হবে বলে মনে করেন তারা।
জ্বালানি বিশেষজ্ঞদের মতে, পরিবেশবান্ধব জ্বালানির অন্যতম প্রধান ক্ষেত্র সূর্য। প্রতি ১ কিলোওয়াট বিদু্যতের জন্য প্রয়োজন ১০০ বর্গফুট জায়গা। আর এ জন্য খরচ পরে মাত্র ৭৫ হাজার টাকা। ছাদে সৌরবিদু্যৎ স্থাপন করলে প্রতি কিলোওয়াট বিদু্যতের জন্য খরচ হয় ৭ টাকার কিছু বেশি। অথচ বর্তমানে কলকারখানায় বিদু্যতের জন্য খরচ পরে ৮.২০ টাকা। দেশে বর্তমানে ১০ হাজারেরও বেশি শিল্প কারখানার ছাদ রয়েছে। সবগুলো কারখানার ছাদ ব্যবহার করা সম্ভব হলে কয়েক হাজার মেগাওয়াট সৌরবিদু্যৎ উৎপাদন করা সম্ভব। এ জন্য প্রয়োজন সরকারের সহযোগিতা, প্রতিষ্ঠানগুলোর ইচ্ছা এবং আর্থিক প্রতিষ্ঠানগুলোর দীর্ঘমেয়াদি ও স্বল্প সুদে ঋণ প্রদান।
নবায়নযোগ্য জ্বালানিতে আরেকটি সমস্যা ছিল ব্যবহারের অতিরিক্ত বিদু্যৎ অপচয় হওয়া। তবে সম্প্রতি একটি নীতিমালা করতে যাচ্ছে সরকার। এর আওতায় ছাদে বা অন্য কোথাও কেউ বাণিজ্যিকভাবে সৌরবিদু্যৎ উৎপাদন করলে তা জাতীয় গ্রিডে মিটারের মাধ্যমে যোগ করার সুযোগ রয়েছে। মাস শেষে বিতরণকৃত বিদু্যতের হিসেবে বিল পাবে ব্যক্তি বা প্রতিষ্ঠান।
এ বিষয়ে বিদু্যৎ, জ্বালানি ও খনিজসম্পদ প্রতিমন্ত্রী নসরম্নল হামিদ জানান, যদি কেউ বাণিজ্যিকভাবে সৌরবিদু্যৎ উৎপাদন করতে চায় তাহলে তার উৎপাদিত বিদু্যৎ জাতীয় গ্রিডে সংযুক্ত করা হবে। এমন কোনো উদ্যোক্তা যদি থাকে যে ঢাকা শহরের বাড়ির ছাদগুলো ভাড়া নিয়ে বিদু্যৎ উৎপাদন করবে, তাকে ছাদ পাইয়ে দিতে সহায়তা করা হবে। সরকার নবায়নযোগ্য বিদু্যৎ উৎপাদনে দৃঢ় প্রতিজ্ঞ।
বিদু্যৎ বিভাগের তথ্য অনুযায়ী বর্তমানে দেশে মোট বিদু্যৎ উৎপাদনের ক্ষমতা ১৬ হাজার মেগাওয়াট। তবে গড়ে ১০ হাজার মেগাওয়াট বিদু্যৎ উৎপাদিত হয়। যদিও নবায়নযোগ্য বিদু্যৎখাত এখানে খুব বেশি অবদান রাখতে পারছে না। তদুপরিও দেশের প্রায় ৪৬ লাখ এসএইচএসএস স্থাপনের মাধ্য প্রত্যন্ত্ম অঞ্চলের প্রায় ২ কোটি ১০ লাখ জনসাধারণকে বিদু্যৎ সেবার আওতায় আনতে সক্ষম হয়েছে। বর্তমানে দেশের দুর্বোধ্য অঞ্চলে সৌরবিদু্যতের মাধ্যমে আলোকিত করা হচ্ছে। সরকার ২০২১ সালের মধ্যে ২০০০ মেগাওয়াট নবায়নযোগ্য বিদু্যৎ উৎপাদনের লক্ষমাত্রা নির্ধারণ করেছে। এর মধ্যে ১৬০০ মেগাওয়াট আসবে সৌরবিদু্যৎ থেকে। বাকি ৪০০ মেগাওয়াট ভিন্ন ভিন্ন খাত থেকে আসবে।

The Infrastructure Development Company Ltd (IDCOL) has recently been mandated for raising $63 million term loan for a 100 Megawatt heavy fuel oil fired power project of Acorn Infrastructure Services Unit-2 Ltd (AISLII).
IDCOL CEO Mahmood Malik, Director for Investment Nazmul Haque, AISLII Managing Director Tarique Ekramul Haque and Group CEO M Jahangir Alam signed the term sheet for the project located in Julda of Chittagong, at the head office of IDCOL in Dhaka on February 19.

Entrepreneurs are making the best of the rooftops at their industrial units by installing solar panels to meet part of their energy demand and cut reliance on the national power grid.
In the last three months, 30 companies showed interest in setting up solar panels on their factory rooftops, said a senior official of Infrastructure Development Company Ltd (IDCOL).
“We are planning to finance these projects, considering the potential. There are many factories where more than 2MW of electricity can be produced by utilising the rooftop space,” said Md Enamul Karim Pavel, head of renewable energy of the non-bank financial institution that bankrolls renewable energy projects in Bangladesh.
Designer Fashion Ltd, a unit of Bengal Group of Industries, has already started installing a 300 kWp solar panel at its woven garment factory in Savar, said Md Raziur Rahman, who is in charge of activity coordination at the factory.
“We have to suffer from load shedding on a regular basis. The solar power will provide partial back up when there is a power cut,” he said.
“We will use solar electricity for the emergency lights at the fire exits, staircases and street lights, to ensure workers' safety and security.”
Rahman said the company wants to meet 14 percent of its electricity demand through rooftop solar energy.
Industrialists eye green energy at a time when the demand for electricity is growing to meet the requirements of Bangladesh's $220 billion economy, expanding by more than 6 percent a year.
The country witnessed a rise in peak electricity demand by 8-9 percent from fiscal 2009-2010 to 2014-15 due to an increase in population, urbanisation and expansion of economic activities, according to the draft Energy Security Study by the power division.
The power generation capacity also grew fast in recent years, hitting 15,351MW. But industrialists demand uninterrupted supplies of electricity to run production smoothly and protect the machines from damages caused by sudden power outages.
The rising electricity tariff has also become a matter of concern.
IDCOL's Pavel said 1 kilowatt of electricity can be produced from every 100 square feet of rooftop space. So, a factory that has 1 lakh square feet of space will be able to produce 1 megawatt of electricity.
He said per unit cost of electricity generation from solar will be Tk 8.5-Tk 9, which is equivalent to the cost of electricity bought from the state-run utility service providers.
Solar energy will be cheaper if the possibility of future power tariff hike is taken into consideration, said Pavel, adding that entrepreneurs would also be able to sell the electricity to the government.
“We are planning to finance some of these projects within the next three months, so they can start power generation this year,” he said.
Sarwar Hossain Shaheen, deputy general manager of Paragon Group, a well-known name in the poultry industry, said the global prices of solar panels have come down substantially in the last two years, making investments in solar panels financially viable in Bangladesh.
It plans to install solar panels to produce 735 kWp at the Paragon Poultry farm in Gazipur -- it will use 350 kWp to meet the electricity demand at the farm at daytime and the rest will be supplied to a feed mill under the group, added Shaheen.
The farm pays more than Tk 8 for per unit of electricity coming from a state-run utility service provider. “We will be able to save a lot if we generate solar electricity on our own.”
Installation of solar panels on the rooftop will also be instrumental in keeping the temperature inside the farm low and protecting the poultry birds from a heat stroke.
Paragon aims to go for the project using finance from IDCOL, he added.
Md Shariful Islam, general manager for power generation at Youth Group, also said the company is looking to produce 2MW from solar energy at its Comfit Composite Knit Ltd, which has 180,000 square feet of rooftop space.
400MW solar power possible from textile units rooftops: study
Electricity from rooftop solar photovoltaic system can be generated at a cost of up to Tk 8.50 per unit or kilowatt-hour during the daytime with a potential to install such system on the rooftops of textile mills in the country for generating 400 megawatts of power.
The cost of electricity generation from the rooftop solar system is even less than the price of electricity, Tk 8.56 per unit, a factory receives from the national grid, according to a study carried out by Infrastructure Development Company Ltd.
The findings of the study were revealed at the inaugural ceremony of a rooftop solar project with 723-kilowatt capacity to be installed on a poultry shed at Bhabanipur in Gazipur on Sunday.
The IDCOL estimated the cost considering 80 per cent of finance at six per cent interest rate with a provision of repayment in 10 years with a two-year grace period.
According to the IDCOL, 1,500 members of the Bangladesh Textile Mills Association have 42 million square feet of rooftop space, which could be used to install solar photovoltaic system with 400MW capacity in total.
At the programme, state minister for power, energy and mineral resources Nasrul Hamid said that the rooftop solar photovoltaic system in the industrial units and urban residential buildings was emerging as a prospective sector in electricity generation using renewable sources.
He urged owners of factories and buildings to install rooftop solar photovoltaic system.
Power Division secretary Ahmad Kaikaus said that the government would soon announce feed-in tariff to facilitate individuals to supply surplus electricity to the power distribution networks from their solar photovoltaic system.
The minister and the secretary, however, observed that grid-tied large-scale solar parks were not much suitable for Bangladesh for ensuring reliable and round-the-clock electricity supply.
It requires arrangement of fuel oil-fired power plants to maintain power supply at night, said officials.
The government, however, plans to increase the country’s power generation capacity by 2,000MW by 2020 and 4,000MW by 2030 from renewable sources.
The IDCO study shows Tk 3.75 crore in investment is required for installation of rooftop solar photovoltaic system that will supply 7,55,998 units of electricity a year.
Any expense for land is not needed as the solar panels are suggested to be installed on rooftops of factory buildings, said officials, adding that the investment would be returned in six to seven years.
Such projects are traditionally financed by the World Bank, KWF Development Bank and GIZ of Germany, Asian Development Bank, Japan International Cooperation Agency and IDCOL in the country.
Now the country has more than 4.5 million units of solar home system mainly in the rural areas that has put Bangladesh on the top of the list of solar home system users in the world.

Inauguration of IDCOL Technical Monitoring Facility
A Technical monitoring Facility located in Monipuri Para, Dhaka, has been established by Infrastructure Development Company Limited (IDCOL) to further strengthen the quality assurance process of its different Renewable Energy initiatives. The facility is equipped to conduct essential performance tests of wide range of products which are used in different renewable energy initiatives such as solar panel, battery, loads, biogas and improved cook stoves, among others, in both field and laboratory set-ups.
The facility was inaugurated on 28 December 2017 where Chairman of IDCOL, Mr. Kazi Shofiqul Azam, Secretary, Economic Relations Division, and Ministry of Finance was present as the chief guest. In addition to CEO of IDCOL, Mr. Mahmood Malik and Dr. M. Rezwan Khan Professor department of EEE of United International University (UIU) and other IDCOL officials, representatives from several government organizations including UGC, EPRC, Atomic Energy Commission, BUET and International development organizations like KFW, GIZ and renowned renewable energy experts of the country were present in the event.

IDCOL will arrange USD 135 million for 3 liquid fuel power plants having combined capacity of 280MW
Infrastructure Development Company Limited (IDCOL), a government owned development financial institution involved in private sector energy and infrastructure financing in Bangladesh, has recently signed a term sheet with Confidence Group to raise USD 135 million term loan facility for establishment of three HFO fired IPP power plants in Bogra, Rangpur, and Chittagong having combined capacity of 280 MW.
Confidence Power Bogra Limited, Confidence Power Rangpur Limited, and Zodiac Power Chittagong Limited will establish the said power plants at an estimated cost of USD 200 million with brand new European engines from MAN and Rolls-Royce. All power projects are expected to go into commercial operation by 2019.
The program was graced by Mr. Mahmood Malik, Executive Director & CEO of IDCOL and Mr. Rezaul Karim, Chairman of Confidence Group. Imran Karim, Group Managing Director of Confidence Group, Mr. Salman Karim, Group CEO of Confidence Group, Mr. Nazmul Haque, Director (Investment & Advisory), and Mr. Khalid Islam, Managing Director of all the three companies were also present at the program along with relevant team members.

Infrastructure Development Company Limited (IDCOL) has signed a contract with Ernst & Young LLP, India under ‘Energy Efficiency & Conservation Promotion Financing Project’. As per the contract, Ernst & Young will support IDCOL in identifying, appraising and financing eligible energy efficient projects in Bangladesh and also carry out capacity building activities for IDCOL emploees. IDCOL and Ricardo Jointly Organized Conference on
Infrastructure Development Company Limited (IDCOL) and Ricardo Energy & Environment (Ricardo) jointly organized a conference on “Unblocking Solar IPP Investments” on 26 July 2017 (Wednesday) at Pan Pacific Sonargaon Dhaka (107 Kazi Nazrul Islam Avenue, Dhaka 1215, Bangladesh).
The program was organized to bring in different stakeholders to identify possible challenges in developing and financing Solar IPP projects in Bangladesh as well as suggest suitable mitigation measures to overcome such challenges, based on global best practices. More than 70 participants from different bank, sponsors and government organizations participated in the captioned conference.
The IDCOL and Ricardo led conference discussed what constitutes a successful IPP structure and explored how to develop effective Power Purchase Agreements for solar parks. Speakers and panel experts also offered practical guidance on selecting the most appropriate site, technology and capital structure for a project. Throughout the conference, attendees had the chance to network and discuss their specific solar power plans.

IDCOL secures $526m credit from ADB
Infrastructure Development Company Ltd (IDCOL) is set to receive $526 million (Tk 4,252 crore) in loans from the Asian Development Bank - ADB to finance private sector infrastructure projects in the country.
IDCOL has targeted to invest an additional $1 billion by 2020 in the infrastructure sector to boost private sector participation and complement the government's vision to help Bangladesh become a middle income country by 2021.

No objection Certificate (NOC) issuing ceremony to Meghna Cement Mills Limited under Energy Efficiency & Conservation Promotion Financing Project (EE and CPF)
Mentionable that to promote energy efficiency and conservation (EE&C) in Bangladesh, Japan Government decided to extend Government of Bangladesh (GoB) a loan amounting JPY 11,988 million (about USD 100 million) at 0.01% p.a. interest rate for a period of 40 years. JICA is working as the donor agency under the Project and the fund is channeling through IDCOL and BIFFL as Implementing Financial Institutions (IFIs). Both the IFIs and SREDA is performing as executing agencies for promoting EE&C. The on lending loan amount is USD 42 million allocated for IDCOL.
The loan will be extended to end users in two forms. Under Loan Type-A there will be two components (Component-I comprises of industry/ commercial sector and Component-II comprises of building sector) which will be offered a concessionary rate at 4-6% p.a. The main target area is financing of energy efficient equipment and processes in sectors like Textile and Ready Made Garments, Chemical Fertilizer, Paper & Pulp, Glass, Cement & Clinker Grinding, Iron & Steel, Food & Beverage, Telecommunication etc. Under Loan Type-B (Component-III-Home appliances) loan will be given to end users through Participating Distributors (PD) for purchase of energy efficient home appliances.
In this consequence we have approved two projects under EE&CPF, one is for Meghna Cement Mills Limited for an amount of BDT 1,270 million and the other one is Pretty Eco Apparel Village Limited for an amount of BDT 844 million. Today, on 24 May 2017 a No objection Certificate (NOC) issuing ceremony has arranged at SREDA. Mr. Nasrul Hamid MP, Hon’ble State Minister for Ministry of Power, Energy & Mineral Resources was present as Chief Guest, Mr. Nahim Razzaq MP, Convener, Bangladesh Climate Parliament & Dr. Ahmad Kaikaus, Secretary, Power Division, MPEMR have also presented as Special Guest. Infrastructure Development Company Limited (IDCOL) has recently financed two power projects of Summit Group – Summit Barisal Power Limited (a 110 MW HFO based power plant at Rupatoli Barisal) and Summit Narayangonj Power Unit II Limited (a 55 MW HFO based power plant at Madanganj Narayanganj).
IDCOL was the lead lender with an investment of USD 30 million to the Barisal project along with USD 20 million investment from Islamic Corporation for the Development of the Private Sector (ICD). On the other hand, IDCOL was the lead lender with an investment of USD 15 million to the Narayangonj project along with USD 12.64 million investment from OPEC Fund for International Development (OFID).

The average cost of power generation from solar energy is BDT 8-9 which is equivalent to the cost of electricity bought from the state-run utility service providers. 1 kilowatt of electricity can be produced from every 100 square feet of rooftop space. So, a factory that has 1 lakh square feet of space will be able to produce 1 megawatt of electricity. Solar energy will be cheaper if the possibility of future power tariff hike is taken into consideration. Industrial solar is getting much popularity among the local industrialist.

BEPRC signs deal with IDCOL, Rahimafrooz for study on solar power
Bangladesh Energy and Power Research Council (BEPRC) on Tuesday signed a tripartite agreement with state-owned IDCOL and private firm Rahimafrooz to conduct a research to find out an alternative solar energy for solar-run irrigation pump operation during the off-season.
Deputy Secretary Saif Ahmed of BEPRC, IDCOL head of renewable energy Enamul Karim Pavel and Rahimafrooz's investigator Syed Ishtiaque signed the agreement on behalf of their respective organisations.
Officials said this has been the first research work undertaken by the newly created BEPRC in the country.
Addressing the contract signing ceremony at Biduyt Bhaban, BEPRC chairman Md Anwarul Islam Sikder said the government has been planning to set up solar-run irrigation pumps. But the irrigation pumps normally run for 3-4 months a year.
The solar plants remain idle and its electricity will have no use during the non-irrigation period.
"We want to find a sustainable business model for the solar plants to be used in pump operation so that solar plants' electricity could be utilised in a better and viable commercial way," he told the function.
As per the deal, IDCOL and BEPRC will finance a pilot project to be set up in Dinajpur. Rahimafrooz's investigator Syed Ishtiaque Ahmed and Buet's Professor Dr Ziaur Rahman will conduct the study.
The researchers will set up a pilot project and collect data for their works in first 6-8 months and then they will analyse those in the remaining time.
IDCOL's CEO Mahmood Malik, who was present on the occasion, said if the researchers could find out a successful model, it would promptly help implement the government's plant to replace thousands of diesel-run pumps into solar-run ones.

IDCOL to Finance Solar Irrigation Projects of Gazi Renewable Energy Company Ltd.
Infrastructure Development Company Limited (IDCOL) signed Financing Agreement with Gazi Renewable Energy Company Limited (GREL) on 8 December 2016 for setting up one hundred and eighty six (186) solar irrigation pumps at different districts of the country. Under the Project, GREL will install one hundred & thirty four pumps in Birganj upazila, six pumps in Kaharole upazila, four pumps in Khanshama upazila of Dinajpur district, forty two pumps in Badarganj upazilla of Rangpur district and will procure and operate nine (9) tractors and nine (9) trailers for providing tillage and carrying services in the project sites. Total cost of the project is BDT 49.25 crore. IDCOL will provide BDT 17.89 crore as loan and BDT 23.91 crore as grant under the project. The fund for loan and grant will be sourced from Japan International Cooperation Agency (JICA) and BCCRF fund managed by The World Bank.
IDCOL has a target of financing 1,500 solar irrigation pumps by 2018 and 50,000 by 2025 to replace diesel operated pumps in rural Bangladesh.

IDCOL has been awarded as the country’s ‘Top Taxpayer’ for the assessment year 2015-16 (fiscal year 2014-2015) in the category of “Non-Bank Financial Institutions” on 24 November 2016 at the award giving ceremony organized by the National Board of Revenue (NBR) in its new Headquarter at Agargaon in Dhaka.

The Seventeenth Annual General Meeting (AGM) of Infrastructure Development Company Limited (IDCOL) was held on 24 November 2014 at The Westin Hotel Dhaka. Mr. Mohammad Mejbahuddin, Chairman, IDCOL and Secretary, Economic Relations Division presided over the meeting. During the FY 2013–2014 Company’s profit before tax and provision was Tk. 269.09 crore which is 36.72% higher than the previous year. The AGM decided to pay Tk. 16 crore as dividend to the Government from the retained earnings of the Company in FY 2013–2014. The shareholders also approved increase of Company’s paid–up capital from Tk. 260 crore to Tk. 385 crore using Tk. 125 crore from the retained earnings in FY 2013–2014. IDCOL is the leading financier of private sector infrastructure projects and renewable energy technologies in Bangladesh.

Bangladesh Receives $78.4 Million to Install an Additional 480,000 Solar Home Systems
The Government of Bangladesh signed a $78.4 million additional financing to further scale-up support for the successful solar home systems (SHS) program of Bangladesh.
IDCOL will provide assistance as the implementation agency.
The project will help install an additional 480,000 solar home systems that has emerged as a viable electrification option for areas without grid access to electricity.

IDCOL wins the Karlsruhe Sustainable Finance Award 2014
IDCOL wins the Karlsruhe Sustainable Finance Award 2014 in the category of 'Best Innovation in Sustainable Products and Services' for successful dissemination of solar home systems (SHS) in Bangladesh. IDCOL has been honored for its efforts in applying innovative approaches to promote a low carbon and sustainable economy. Mr. Enamul Karim Pavel, Head of Renewable Energy, IDCOL and Mr. Nazmul Haque, Director (Investment) & Head of Advisory, IDCOL have received the award in a prestigious ceremony that took place in the City Hall, Karlsruhe, Germany on 12 June 2014. Till May 2014, more than 3.1 million solar home systems have been installed under IDCOL SHS program, providing clean energy solution to about 14 million off-grid rural people of Bangladesh. The Program has contributed towards creation of more than 70,000 jobs, power generation of 140MW, development of local support industries and annual CO2 emission reduction of more than 538,000 tons.

Signing of BDT 54.67 million Term Loan Facility between IDCOL and Engreen Limited
A Term Loan Facility amounting BDT 54.67 million was signed between Infrastructure Development Company Limited (IDCOL) and Engreen Limited (Engreen) on 22 May 2014 at IDCOL Head Office. The facility will be utilized to install solar-diesel hybrid power solution at 40 off-grid BTSs of Banglalink Digital Communications Ltd. to ensure uninterrupted voice and data services as well as reduce operational expenses. Engreen will operate and maintain these power systems for a period of 10 years.
The Executive Director & CEO of IDCOL Mr. Mahmood Malik and the Managing Director of Engreen Mr. Md. Mushfiqur Rahman signed the facility agreement on behalf of their respective organizations.

A Term Loan Facility amounting BDT 337.67 million was signed between Infrastructure Development Company Limited (IDCOL) and Pretty Auto Bricks Limited (PABL) on 3 February 2014 at The Westin Dhaka to set up an automatic brick manufacturing project at Kapashiya, Gazipur. The Project will use Tunnel Kiln Technology, the most advanced technology, and will have a capacity to manufacture 200,000 bricks per day.
This is going to be the second project under IDCOL’s endeavour to promote energy efficient technology and reduce pollution in brick manufacturing sector. IDCOL has a plan to invest BDT 4 billion to ensure the efficient transition to environment friendly technology from the primitive polluting ones in the brick manufacturing sector.

IDCOL signs agreement with 33 Partner Organizations to finance 1 million improved cook stoves (ICS) in Bangladesh by 2017
The signing ceremony between Infrastructure Development Company Limited (IDCOL) and its Partner Organizations (POs) was held at Ruposhi Bangla Hotel on 13th December, 2013. The Executive Director and CEO of IDCOL, Mr. Mahmood Malik was present at the signing ceremony along with other IDCOL officials, representatives from the World Bank and Head of POs.
IDCOL has recently undertaken a new initiative named “Improved Cook Stove (ICS) Program” and has set a target of financing 1 million in Bangladesh by 2017. The dissemination will be accomplished through its POs and with the cooperation of the World Bank.
Traditional stoves are usually less fuel efficient and they create indoor air pollution, causing the death of about 50,000 people, mostly women and children, in Bangladesh every year. The overall objective of the ICS program is to further develop and disseminate ICS in rural areas of Bangladesh with the ultimate goal to increase the energy efficiency of the fuel used for cooking while reducing exposure to indoor air pollution.

IDCOL official attends workshop on Small and Medium Scale Biogas titled held in Hanoi, Vietnam
The international workshop on Small and Medium Scale Biogas titled “The Evolution of Public-Private Partnerships to Accelerate the Development of Commercial Biogas Sector" was held in Hanoi, Vietnam from November 26 to November 28, 2013. The event was co-organized by the Vietnam Biogas Association (VBA), Ministry of Agriculture and Rural Development (MARD) through “Biogas Program for the Animal Husbandry Sector of Vietnam” and SNV Netherlands Development Organization, in cooperation with the ADB/E4ALL and EnDev. Mr. Asif Hasan, Relationship Officer (Biogas Program), was the representative of IDCOL at the workshop.
The workshop’s aim was to share and learn the experiences regarding the progress and challenges facing the domestic and medium-scale biogas programme in Asia; discuss and advance the current institutional set-up of the biogas sector; present, discuss and advance the development of market-based finance mechanisms, technical innovation, medium-scale biogas plants, and productive use of biogas.

Signing of financing agreement for Solar Irrigation Project of GRAM Ltd. (Global Resource Augmentation & Management Ltd.) at Badarganj, Rangpur.
On 19 November 2013, IDCOL signed financing agreement with GRAM Ltd. (Global Resource Augmentation and Management Ltd.) for a solar irrigation project at Rangpur. Under this project five solar irrigation pumps will be set up in Badarganj of Rangpur district. Total cost of the project is BDT 8.95 million. Under the agreement IDCOL will provide 40% of the project cost as soft loan and 40% as grant under IDCOL’s Renewable Energy Program. The Project, once completed, is expected to provide irrigation facilities to 139 farmers for cultivating around 563 bighas or 75 hectares of land.

IDCOL and BTracCL sign 5.9 million USD Term Loan Facility agreement
A USD Term Loan Facility amounting 5.9 million was signed between Infrastructure Development Company Limited (IDCOL) and Bangla Trac Communications Limited (BTracCL) on 3 November 2013 for financing of the continuing operation of BTracCL. BTracCL has been operating since 2008 and is one of the first four IGW operators with a current capacity of handling 42,265 concurrent calls.

Bangladesh signs a $10 million grant agreement with the World Bank
Bangladesh signed a $10 million grant agreement on 30 September 2013 with the World Bank to introduce solar irrigation pumps for farmers to replace conventional diesel pumps. The solar pumps will reduce farmers’ dependence on diesel supply, which is often erratic and costly particularly in remote rural areas. Acting Head Ms. Christine Kimes of the World Bank's local office and the government's Economic Relations Division Additional Secretary Mr. Arastoo Khan signed the agreement at the latter’s office. The Infrastructure Development Company Limited (IDCOL) will implement the project with private sponsors as part of the Rural Electrification and Renewable Energy Development (RERED) II Project.

IDCOL organizes training course on Project Finance
IDCOL organized a 3-day training program on “Project Finance” during 29 September~01 October 2013 in Monalisa Hall, Hotel La Vinci. Participants from various banks, financial institutions and corporate houses attended the training program.
IDCOL usually arranges four training courses on Project Finance and Financial Modeling per year. Till date, IDCOL has organized eighteen training courses on project finance and twelve courses on financial modeling. Together, IDCOL has trained about Eight Hundred professionals.

IDCOL participated in the launching of the Market Facilitation Platform for Improved Cookstoves (ICS) jointly organized by Catalyzing Clean Energy in Bangladesh (CCEB), a project of the United States Agency for International Development (USAID) and Global Alliance for Clean Cookstoves (GACC).
U.S. Ambassador to Bangladesh, H.E. IDCOL and IDLC Sign MoU for Financing Solar Home System (SHS) Equipment Suppliers
A Memorandum of Understanding (MoU) was signed between Infrastructure Development Company Limited (IDCOL) and IDLC Finance Limited on 24 July 2013. Under this MoU, IDCOL will provide advisory services to IDLC for the latter to design and launch new financial products for the suppliers under IDCOL Solar Home System (SHS) Program.
IDCOL’s SHS Program is one of the largest and most successful renewable energy programs in the world with more than 2.3 million SHSs having been installed under the program. IDCOL has already covered 6% of the country’s entire population with SHS and also has plans to finance 4 million such systems by 2015. IDLC has pioneered both Leasing and Supplier Finance services in Bangladesh and is the largest multi-product Finance Co. in the country. IDLC will finance enterprises who supply equipments to the Participating Organizations (PO) of IDCOL’s Solar Home System (SHS) Program.

On April 2-4, 2013, the USAID Low Emissions Asian Development (LEAD) program, in cooperation with the Asian Development Bank (ADB) and the Climate and Development Knowledge Network (CDKN), convened a unique workshop in support of the Asia Low Emission Development Strategies (LEDS) Partnership that brought together government officials from twelve developing Asian countries with commercial bankers, fund managers, green project developers and others from the public and private sectors to learn about existing and emerging mechanisms to finance low-carbon, climate-resilient growth in Asia. On behalf of IDCOL Mr. Junaed Tazdik attended the program.
At ADB headquarters in Manila, Philippines, more than 100 participants discussed opportunities as well as barriers to funding green growth investments and climate change-related businesses, and agreed on the critical role of private sector investment to meet the funding needs of emerging Asian economies. Public and private sector representatives also identified priorities for technical assistance and capacity building—through the Asia LEDS Partnership—to assist countries to prepare "bankable" and inclusive low-carbon projects.

JICA signs a Japanese ODA loan agreement with Bangladesh
On March 10 2013, the Japan International Cooperation Agency (JICA) signed a Japanese ODA loan agreement with the Government of the People's Republic of Bangladesh at Dhaka to provide an ODA loan of up to a total of 95.683 billion yen for assistance for four projects. Among these four projects, under Renewable Energy Development Project (REDP), IDCOL will provide funding to non-governmental organizations, private enterprise and the like, which will sell, maintain and manage the renewable energy equipment.

Signing of MoU between IDCOL and BIFFL
A Memorandum of Understating (MoU) was signed between IDCOL and Bangladesh Infrastructure Finance Fund Limited (BIFFL) on 02 January 2013. IDCOL will provide investment advisory services to BIFFL and conduct financial, technical, legal, and environmental due diligences of infrastructure projects to be considered for financing by BIFFL. BIFFL may consider participating in syndicated financing arranged by IDCOL for eligible infrastructure projects, or infrastructure projects those are financed by IDCOL. IDCOL will inform BIFFL about the potential infrastructure projects for which financing are raised through a syndication of Banks and Financial Institutions.

In 2012 IDCOL biogas week was more colourful and attractive event with many festivities to catch the attention of the media, policy maker, potential users of biogas and general people. It was celebrated during 3-9th December 2012. IDCOL pays Taka 100 million to the Government as dividend for the FY 2010-2011
IDCOL paid BDT 100 million to the Government as dividend for the FY 2010-2011. Mr. IqbalMahmood, Secretary, ERD and Chairman, IDCOL handed over the dividend cheque to Mr. AbulMaal Abdul Muhith, Hon’ble Finance Minister to the Government of Bangladesh. IDCOL is one of the few Government owned entities that operate independently and pay dividends to the Government.

IDCOL receives USD 172 million from the World Bank for its Renewable Energy Project
Following the success of Rural Electrification and Renewable Energy Development Project (REREDP), the World Bank extended 2ndadditional financing amounting USD 172 million for further expansion of the program. Mr. Islam Sharif, Executive Director & CEO, IDCOL and Ms. Ellen Goldstein, Country Director, the World Bank signed the respective Project Agreement on 14 November 2011.

IDCOL celebrates installation of 12,000th biogas plant and First biogas union in the country
The National Domestic Biogas and Manure Programme (NDBMP) in Bangladesh has reached an impressive milestone. Since May 2006, the programme has provided 12,000 households with biogas plants, benefitting more than 70,000 people. During Biogas Week 2010, from 28 May to 5 June, the first biogas union of Bangladesh was officially recognized. Honorable Live Stock Minister, Law makers, Chairman and CEO of IDCOL were present in the program along with board members and the Chairman of Biogas Steering Committee.
